Support AXI System ILA for debugging

The new System ILA IP is much more comfortable when debugging AXI connections, both in wiring as in usage. Extend Debug feature plugins to use it: Debug feature should have a interfaces property, which contains an array of

1. name of the AXI interface
2. clock of the AXI interface
3. reset for this clock

Should probably be wired in post-bd event.
