Adds 'sbt assembly' as necessary step to exeute tapasco.

Merged Jaco Hofmann requested to merge assembly into 2017.1

Without sbt compile tapasco will complain about the missing target/scala-2.12/Tapasco-2017.1-SNAPSHOT.jar
